The same specialist capacity was needed for new delivery and ongoing maintenance. Small requests competed with larger projects. Knowledge about how the data worked stayed spread across code, tickets, documentation, and individual experience.

Flume automated the recurring work required to prepare and deliver usable data. Source mappings, transformations, business rules, and validation checks became reusable parts of the delivery process.

Adjudication rules were read directly from the stored procedures that execute them, and configuration drift between employer groups became visible.
